utilize dework to payout bounties directly every two weeks.

Save time collecting bounties during payroll period due to dework bounties being completed during a consistent period
Saves money - leads have time saved completing the task of coordinating bounties and payouts for contributors throughout the season, versus trying to retroactively track bounties.
Contributor involvement. Contributors are more involved by participating in the bounty tracking process, instead of leaving the work done for leads. This will also assist with coordination between all members of CS because the work completed is seen by all contributors.
