Agenda
Writers Guild Governance Framework
Introduction
Frogmonkee: WG is coordination unit w/in bDAO. Need governance mechanisms
- Pupil → Apprentice → Scribe
- Treasury Management
- Term limits
- No term limits, but temp check poll at the end of every season to ratify existing multi-sig signers (3 of 5 signers)
- If voted no, triggers election
- If not comfortable voting no, can ask gov coordinator to act on your behalf. Confidential
- Triggers election process
- Election
- Can't nominate self, need to be nominated by Scribe
- Only Scribes can be nominated (not Pupil/Apprentice)
- Nominees can Accept or not
- Nominees must provide description (Who they are and what presence you have had/contributed in the guild/DAO, why they want to be elected)
- Governance coordinator will reach out to nominees and inform them of the process as a part of their responsibilities
- Seven day election process
- Three-day nomination period
- Followed by four-day voting period
- Polls in the Writer's guild Polls channel
- Ranked Choice vs Majority
- Table this for now (Don't have tools necessary ATM for Anonymous and ranked choice)
- Inter-Season transitions
- Voluntary retirement
- Signer should inform the Governance coordinator
- One week grace period
- Triggers an election process (3 day nomination period, 4 day election period)
- Involuntary retirement
- Any Scribe can make proposal to remove, which needs to be seconded by another Scribe (can be outsourced to gov coordinator)
- Sam, Hiro in agreement
- Want to implement anonymous votes eventually
- Send information and movement to Governance coordinator
- Guild Coordinator is authority if Governance coordinator is being moved against
- If relational (personalities/soft skill), then ombuds gets involved before election process is triggered
- May be possibly resolved through soft management
- Inform all parties (Scribes, Gov coordinator, member in question, ombuds)
- Let ombuds make a recommendation and guild members will make a response
- Public discussion after recommendation
- If transgression (financial/collusion) then direct to vote
- Ombuds referral
- more relational in nature, if it's about personalities etc. then referral
- if transgression is financial or involves collusion, automatic removal and reelection
- is that a public airing?
- Ap0ll0517 and Hiro thinks that's important
- Should we delineate transgressions vs relational? (Tomahawk)
- Ombuds process for transgressions as well
- Writers Guild - Ombuds Liason? (Sam)
- Out of scope for now
- Governance coordinator should serve this purpose, at least for now
- Office of guild coordination
- Outline elected roles and responsibilities
- Coordinator
- Talent Scout
- Secretary
- Flows for adding more roles?
- The Election and Removal of Members to and from Office
- Quorom?
- Time period for dispute + election
- Newsletter governance
- Mirror vs medium
- Bounties
- Blue sky: Moving governance on chain
